Board of Education Meeting

June 1, 2009, 8:00 p.m.

Clifton Clyde High School

 

Members Present

    Renay Branfort,Kenton Brown, Frank Brownell, Paula Kieffer, Jeff Koch, Steve Rogers

Call to Order

    President Brown called the meeting to order at 8:00 p.m.

 

Approve Consent Agenda

    9b-Cheerleading Supplemental Contracts was added to the agenda.  Motion made by Koch, 

    seconded by Brownell to approve the consent agenda as amended.  Motion carried 6-0.

 

Approve Bills for Payment

     Motion made by Branfort, seconded by Koch to approve the bills for payment.  Motion 

    carried 6-0.

 

Review Correspondence

    A thank you was received from Carolyn and Bernard Debes for the Staff Appreciation 

    Dinner.

     Mr. Roberts presented a plaque to Jeff Koch for his service on the Board of Education.

    Mr. Roberts thanked the board for the retirement gift and for the support given to him over 

    the last eight years.

Hear Board Member Reports

    Service Center Report:  There was no meeting last month because of lack of quorum.

 

Hear Building Reports

    Report from Mrs. Keim:

  • The high school hosted the 8th grade class for freshman orientation.  They ate lunch at the high school and had the opportunity to listen to representatives from all organizations.
  • Senior Award night was May 12th.
  • The math standard review group has been taking the MAP tests.  There are no students in the reading standard review group.
  • The high school successfully graduated all twenty-eight senior on May 17th.
  • The regional track meet was on May 22nd where ten athletes qualified for the state track meet on May 29 & 30 in Wichita.
  • The weights class started on June 1st at the high school.

       Koch thanked the administration for all the work done with the state fire marshal on 

      the new fire alarm system.

    Report from Mr. Roberts:

  • Driver Education started on June 1st.  There are twenty-two students enrolled.  The driving section has also begun.
  • The lighting project at the grade school is underway.

       The middle school is getting routine work and cleaning.

       New fire alarm system will be installed at the high school, the gym floor refinished and 

      a new roof will be installed on the art room.

     Report from Connie Winter, Curriculum Director:  

    Mrs. Winter reported to the board on scores for state assessments tests in reading and math.  She 

    gave them a handout showing comparisons from the spring of 2006 to the spring of 2009.  In 

    2006 in reading, 62 students attained exemplary; 58 exceeded standard, 30 met standard, 8 

    were approaching standard and 1 had academic warning.  In 2009 82 students were 

    exemplary, 41 exceeded standard, 23 met standard, 0 were approaching standard and 1 had 

    academic warning.

    In math, 52 students attained exemplary; 46 exceeded standard, 39 met standard, 10 were 

    approaching standard and 3 had academic warning.  In 2009 76 students were exemplary, 41 

    exceeded standard, 25 met standard, 3 were approaching standard and 3 had academic 

    warning.

     Science will be the next subject that scores will be used to measure AYP.

    Rogers congratulated all of the stall and students for their hard work resulting in great scores.

             

Unfinished Business

    Negotiation:  Motion made by Branfort, seconded by Brownell to enter into executive 

    session for a period of fifteen minutes to discuss negotiations in order to protect the public 

    interest in negotiating a fair and equitable contract.  Motion carried 6-0.    

    The board entered into the session at 8:32 p.m. and reconvened in open session at 8:47 p.m.

    Mr. Roberts and Mr. Pekarek were invited into the session.

     Motion made by Koch, seconded by Brownell to extend the executive session for ten 

    minutes. Motion    carried 6-0.

    The board entered into the session at 8:48 p.m. and reconvened in open session at 8:58 p.m.

     Mr. Roberts and Mr. Pekarek were invited into the session.

    Activity Accounts:  Motion made by Brownell, seconded by Koch that high school 

    accounts be adjusted as presented.  Motion carried 6-0.

    Rogers inquired about the Title I fund having a negative account.  Those expenses are moved 

    to general fund at the end of the fiscal year.

    Estimates Grade School Walls:  Branfort expressed concern about whether the rooms 

    were really that crowded and whether this was the best use of district dollars.

    It was the consensus of the board to go ahead with this project and accept the estimate of 

    $6,749 from Germann Construction.

     Mr. Pekarek-Budget 09-10:  Mr. Pekarek proposed having a Goals and Budget 

    Workshop on July     13th at 8:00 p.m.  He handed out worksheets to board members to list 

    cost cutting ideas, long/short range plans for the district, strengths of the district and item for 

    improvement.  He also listed options for cost savings in the district.

 

New & Miscellaneous Business

    End of Year Meeting:  The end of the year meeting will be at 7:00 a.m. on June 26th at the 

    middle school.

    Contract Approvals:  Motion made by Rogers, seconded by Brownell that we approve the 

    teaching contracts as presented for the 2009-2010 school year.  Motion carried 6-0.

    Motion made by Koch, seconded by Branfort to approve supplemental contracts for high 

    school cheerleading sponsors for Keri Feight and Barbara Hubert.  Motion carried 6-0.

    The board discussed whether having eight cheerleaders would affect transportation to 

    activities.

    Clifton and Clyde Swim Lessons Support:  Motion made by Brownell, seconded by 

    Kieffer that USD 224 contribute $6 per in-district student to both swimming lesson programs 

    for the summer of  2009.  Motion carried 6-0.

     This will apply to all students attending USD 224.

     Southwest Plains Regional Service Center:  Discussion only on membership in this 

    service center and services that the district utilizes.

    Sick Leave Bank Approval:  Motion made by Branfort, seconded by Koch to enter into 

    executive session for a period of five minutes to discuss non-elected personnel in order to 

    protect the privacy   interests of the individuals to be discussed.  Motion carried 6-0.

    The board entered into the session at 9:42 p.m. and reconvened in open session at 9:47 p.m.

     Mr. Roberts and Mr. Pekarek were invited into the session

     Motion made by Koch, seconded by Kieffer to approve Cynthia Newell’s sick leave bank 

    request of 5½ days.  Motion carried 6-0.

    Classified Handbook Approval:  There are no changes in the handbook with the 

    exception of updates of names, numbers and dates.  Motion made by Rogers, seconded by 

    Kieffer that the 2009-10 USD 224 Classified Handbook by approved.  Motion carried 6-0.

            

Superintendent Remarks

     Mr. Roberts reported to the board that our final computed general fund budget is 

    $2,712,160.  The decrease is due to unforeseen expenditures in special education. 

    Approximately 400 more teachers and paras were reported and catastrophic aid increased by     100%.

    The weights students are utilizing district transportation in conjunction with the drivers 

    education students.              

     The City of Clyde Emergency Preparedness Agreement has not been finalized yet.
